A Raqi is the one performing the Ruqyah.

Who is qualified to be a Raqi?

Anyone who has the correct intention wanting to help the afflicted and is not concerned with financial gains. They dont need to have experience. They need to be proficient readers of the Quran who understand what they are reciting. They need to have the correct creed and be those who act upon knowledge.
